Asphalt Emulsion Products

Placer County is soliciting competitive bids for the purchase of various asphalt emulsion products to be picked up by County staff for various road maintenance projects throughout Placer County on behalf of the Department of Public Works, Road Maintenance Division. The contract will be awarded by line item or on an all-or-none basis, whichever is in the County's best interest. The resulting blanket purchase order(s) will be issued in the maximum aggregate amount of $45,000.00. Purchases will be made on an as-needed basis. The key products being solicited include SS-1H Asphalt Emulsion, SS-1 Asphalt Emulsion, RS-1 Asphalt Emulsion, and RS-2 Asphalt Emulsion. • The contract will be awarded to one or more vendors, depending on the best interest of the County. • The contract will be for a maximum aggregate amount of $45,000.00. • The County makes no specific guarantee of a minimum or maximum dollar amount or quantities to be purchased during the term of the resulting agreement(s). • The contract will be awarded based on the lowest total cost per ton, including material and hauling costs. • The County estimates that the hauling cost per hour will be $84.00, and the hauling cost per minute will be $2.00. • The contract will be subject to the terms and conditions outlined in the bid documents, including the general terms and conditions, supplemental terms and conditions, and material specifications.
