The Snohomish County PUD is seeking a 25 MW / 100 MWh transmission-connected battery energy storage system (BESS) to meet capacity obligations beginning in late 2025. The PUD intends to pursue an energy storage agreement (ESA) contract with a BESS project developer and owner. The desired ESA contract will enable full SnoPUD dispatch of the BESS with compensation to the BESS Owner provided via a monthly usage charge.
• The RFI is being issued to confirm commercial feasibility and gather market feedback related to SnoPUD's preferred project structure and ESA contract methodology.
• The RFI aims to identify a short-list of competitive bidders to participate in a subsequent Request for Proposals (RFP) process.
• The RFI will help establish pricing and schedule expectations for the RFP based on RFI indicative pricing.
