Housing Needs Analysis and Strategic Plan

The City of Allentown is seeking a qualified planning and research organization to conduct a Housing Needs Assessment and Strategic Plan for the years 2023-2028. The plan will help the city understand housing and housing-related service needs for low- and moderate-income persons and households, and develop effective program and policy responses. The contract was awarded to Reinvestment Fund, which received the highest score. The scope of work includes conducting a housing needs assessment and developing a strategic plan.
