WAN SERVICES & MODULATING ELECTRONICS

The Amarillo Independent School District issued a Request for Proposal (RFP) for WAN services and modulating electronics. The RFP was publicly advertised online and in the newspaper, and the district received nine proposals. The evaluation criteria included purchase price, reputation of the proposer, quality of goods and services, extent to which the goods or services meet the needs of the district, and past relationship with the district. The district recommends awarding the contract to FiberLight for WAN services and Netsync Network Solutions for modulating electronics. The contract amount for FiberLight is not-to-exceed $2,200,000 in construction and $14,300.00/month, and the contract amount for Netsync Network Solutions is not-to-exceed $3,348,523.88. • The RFP was developed and issued with ERate in mind, but the district should consider using other funding sources to allow the project to proceed immediately. • The district should authorize the Chief Technology Officer and Chief Financial Officer to negotiate and execute contracts with FiberLight and Netsync Network Solutions. • The district should review the purchasing and recommendation criteria and procedures with its legal counsel prior to signing the contract.
