The County of Riverside is soliciting proposals from certified public accountants, audit firms, financial management companies, and other qualified firms to provide Cost Allocation Plan Report services. The report allocates County indirect overhead and central support service costs to the users of those services. The report is required annually and is prepared in accordance with Federal guidelines. The selected vendor will be responsible for preparing the report, which will be submitted to the State Controller's Office for approval.
• The report is required annually from State and local governments.
• The report is prepared in accordance with Federal guidelines as delineated in 2 CFR Part 225 Cost Principals for State, Local, and Indian Tribal Governments (OMB Circular A-87) and California State Controller Handbook for Cost Plan Procedures for California Counties.
• The report is submitted for approval to the State Controller's Office, which acts as the cognizant agent for the Federal Government.
• Once the State Controller approves the costs contained in the report, they become the basis for cost reimbursement from the State and Federal government by way of the grant claiming reimbursement process.
