Sole Source-Action Target Maintenance Agreement

The City of Port St. Lucie is seeking to enter into a non-competitive contract with Action Target for the maintenance and repair of the Electric Target System at the Port St. Lucie Police Department Training Facility. The system requires specialized maintenance, diagnostic, and repair services that are only available from the Original Equipment Manufacturer (OEM), Action Target. The contract will be for a term of one year, with an estimated annual expenditure of $48,766.30. The services to be provided include comprehensive inspection, preventive maintenance, diagnostic testing, and minor repair of the Electric Target System and its associated mechanical, electrical, and environmental components. * The scope of work includes inspection and maintenance of the range safety and environmental systems, including ballistic containment components, deflectors, and deceleration chambers. * The contract also includes the provision of proprietary calibration tools and software necessary for the proper maintenance and repair of the system. * Action Target is the only responsible source capable of performing the required work, as they possess the necessary proprietary knowledge, specialized tools, and exclusive access to original components. * The contract is expected to minimize downtime, reduce the risk of rework or system failure, and ensure the best overall value by extending the operational life of the asset.
