Description
The United States Department of the Air Force is seeking proposals for the development of Artificial Intelligence (AI) data centers on underutilized parcels of land at various Air Force bases, including Arnold Air Force Base, TN, Davis-Monthan Air Force Base, AZ, Edwards Air Force Base, CA, Joint Base McGuire-Dix-Lakehurst, NJ, and Robins Air Force Base, GA. The selected developer will enter into a long-term ground lease agreement with the Government. The proposal should include a project concept, market analysis, and project feasibility, as well as information on the developer's organization, experience, and financial capability. The Government is seeking a developer that can optimize the value of the consideration to be received by the Government and minimize the impact on the surrounding community.
• The project must be a "Qualifying Project" as defined in Executive Order 14318, with a facility that requires greater than 100 megawatts (MW) of new load and a project of at least $500M in capital expenditures.
• The developer will be responsible for obtaining all required environmental and non-environmental permits and approvals.
• The developer will be required to provide a cash payment to the Government at lease execution in an amount equal to the Government's direct costs of the lease transaction, estimated not to exceed $250,000.
• The developer will be responsible for demolishing or removing all improvements on the leased premises at the end of the lease term, unless the Government elects to retain all or a portion of the improvements.
