Active Expendable Decoy (AED) Procurement and Support

The Naval Air Systems Command (NAVAIR) is planning to negotiate and award a contract to Leonardo, United Kingdom, for the procurement of Active Expendable Decoys (AED) and related support equipment. The contract will have a base year with up to four option years and is intended to satisfy requirements for Fiscal Year (FY) 2027 through FY2031. The contract will include the procurement of approximately 3,000 - 6,000 AED per year, as well as spare impulse cartridges, related support equipment, and field service representative support for the F-35, F-18, and other USG platforms. • The contract will be for a fixed price and cost type line items. • The procurement will be done in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1). • Leonardo is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements. • The Government is seeking information from potential contractors to determine future competitive opportunities for this requirement.
