Oklahoma State University A&M System is seeking a best‑in‑class pharmacy rebate aggregation partner to support its custom‑designed, self‑funded health plan. The vendor must provide full‑pass‑through of manufacturer rebates, NDC‑level reporting, transparent audit trails, and be capable of operating independently of existing PBMs. The contract is a one‑year base term with up to four one‑year renewal options, evaluated on a best‑value basis that blends technical scores and cost competitiveness. • Provide 100 % rebate pass‑through with no percentage‑based fees (fixed or per‑claim fee acceptable). • Deliver NDC‑level data feeds, API/SFTP delivery, and comprehensive reporting for audit and compliance (CMS/ERISA). • Integrate or carve‑out from existing PBM contracts, manage dispute resolution, and supply performance guarantees (accuracy, timeliness, penalties). • Submit detailed cost proposal, technical approach, implementation timeline, and references (three similar‑size clients with 340B and retail pharmacy experience).
