The Washington State Department of Commerce is seeking a qualified firm to design, launch, and administer the second round of a $5 million (max $4.85 M) instant‑rebate program for used electric vehicles. The contractor will be responsible for end‑to‑end rebate processing, eligibility verification, dealer outreach, program management, public outreach, data reporting, and compliance with state regulations. The effort runs from late January 2027 through June 30 2027, with a possible two‑year extension, and includes a performance‑based fee structure limited to $650 k for administrative services.
• Administer $4.2 M in instant rebates for qualifying used EVs and ensure reimbursements within a two‑week window.
