Compatibility Use Study (CUS) and Military Installation Resilience Review (MIRR)

The Frederick County Planning and Permitting Division is seeking a consultant to conduct a Compatibility Use Study (CUS) and Military Installation Resilience Review (MIRR) to assess land use compatibility, infrastructure vulnerabilities, and emergency preparedness in support of Fort Detrick's long-term operational readiness and regional resilience. The study will evaluate the potential impacts of urban encroachment, traffic congestion, and stressed infrastructure on the installation and surrounding communities. The selected consultant will be required to provide a detailed project schedule, stakeholder engagement strategy, and qualifications and experience in conducting similar studies. • The consultant will be responsible for conducting a comprehensive analysis of the study area, including land use patterns, transportation infrastructure, and emergency response capabilities. • The consultant will also be required to engage with stakeholders, including local government officials, community leaders, and military personnel, to gather input and feedback on the study's findings and recommendations. • The study's findings and recommendations will be presented in a final report, which will include an executive summary, introduction, methodology, analysis, conclusions, and recommendations. • The consultant will be required to provide a detailed project schedule, including milestones and deadlines, and to submit regular progress reports to the County. • The consultant will also be required to participate in a pre-proposal conference and to respond to questions and comments from the County and other stakeholders.
