Flexible Financial Assistance RFP

The City of Santa Monica is seeking proposals from qualified agencies to establish and implement a Flexible Financial Assistance (FFA) program for eligible Santa Monica program participants. The program aims to provide financial assistance to households at risk of losing housing due to financial emergencies. The selected agency will be responsible for administering the program, providing financial assistance, and offering supportive services, including case management. The program will serve up to 580 households annually, with a focus on vulnerable populations such as families with minor children, low-income households, seniors, and persons with disabilities. • The program will provide immediate one-time assistance, ongoing monthly assistance, and eviction-prevention financial assistance. • The selected agency will be required to operate within a highly collaborative and coordinated service delivery system, align with regional homelessness prevention efforts, and demonstrate a commitment to equity. • The agency will be responsible for submitting quarterly reports, participating in recurring coordination meetings, and providing data-driven services. • The program will have a budget of up to $6,000,000 over five years, with funding available for administrative and operational costs, as well as direct financial assistance to participants.
