Description
The U.S. Coast Guard is seeking a qualified contractor to design, build, test, deliver, and support a new class of Homeland Security Cutters – Light Icebreakers (HSC‑L). The award will be an Indefinite‑Delivery, Indefinite‑Quantity (IDIQ) contract covering multiple vessels, with a two‑phase down‑select process (Phase 1 proposals due 20 July 2026; Phase 2 proposals due 16 Oct 2026). The effort includes detailed engineering, long‑lead‑time material procurement, production, testing, crew training, and lifecycle support. Past‑performance on steel‑hull, ice‑capable vessels of 55‑85 ft length and ≥85 tons displacement is required. The contract is a commercial fixed‑price with economic price adjustment (FP‑EPA) IDIQ, with a total estimated ceiling in the hundreds of millions of dollars.
