OPC S26037 EXPERT CONSULTING SERVICES FOR THE TOWN OF THURMONT’S RATE CASE

The Maryland Office of People's Counsel is seeking expert consulting services to support its work in connection with the Town of Thurmont's application for a rate increase. The selected consultant will provide technical expertise and support to OPC in its representation of residential and noncommercial users in the rate case proceedings. The scope of work includes providing expert testimony, analysis, and advice on issues related to the rate case. The consultant will be required to maintain confidentiality due to the pending litigation nature of the solicitation. Some key aspects of the job include: • Providing technical expertise and support to OPC in the rate case proceedings • Maintaining confidentiality due to the pending litigation nature of the solicitation • Submitting proposals that will be reviewed based on technical expertise, quality of issue or policy identification, and price • Registering the business with the Maryland State Department of Assessments and Taxation as a business licensed to conduct business in Maryland • Signing certain State of Maryland affidavits regarding campaign contributions, drug policy, payment of taxes, debarment, discrimination, etc.
