Description

The U.S. Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL) is seeking a firm‑fixed‑price contractor to supply two mid‑range, backpack‑portable electric vertical take‑off and landing (eVTOL) fixed‑wing Unmanned Aircraft Systems (UAS) for the Pakistan Maritime Security Agency (PMSA). The award includes full system delivery, spare‑parts kits, warranties, and a minimum ten‑day on‑site training program for up to ten PMSA personnel. Delivery must occur within 270 calendar days of contract award (or export‑license receipt) and the overall performance period is nine months. The solicitation emphasizes compliance with technical specifications, rapid delivery, past performance on similar law‑enforcement UAS contracts, and robust after‑sales support in Pakistan. • Quantity: 2 complete eVTOL fixed‑wing UAS with dual‑configuration (fixed‑wing / multicopter) capability • Includes ground control station, AI‑enabled EO/IR payload, encrypted communications (AES‑256), and optional 80 km range antenna • Required endurance ≥ 180 min, cruise 29‑39 kt, operating temperature –20 °C to +45 °C • On‑site manufacturer‑led training for up to 10 operators/maintainers (minimum 5 days each for operator and maintenance tracks) • Warranty: 12 months on hardware, 12 months on software; spare‑parts support for 10 years • Delivery to PMSA facilities in Karachi, Pakistan; all logistics, export licensing, and risk of loss borne by contractor • Evaluation factors: technical compliance, delivery schedule, past performance, after‑sales support, warranty, and price.

Budget estimate

$400,000 – $900,000

The contract calls for two high‑performance eVTOL UAS, each likely priced between $150,000 and $250,000 depending on sensor packages and optional range upgrades. Adding on‑site training (≈ $50,000), spare‑parts kits, warranty extensions, logistics, and export‑license handling could add another $100,000‑$200,000. Consequently, the total contract value is plausibly in the $400,000 to $900,000 range, with the lower end reflecting a basic configuration and the higher end reflecting premium payloads, extended range antennas, and comprehensive after‑sales support.
