As-Needed Economic Consultant Services RFSQ

The Los Angeles County Department of Beaches and Harbors is seeking qualified and experienced economic consultants to provide as-needed services for managing real property assets in Marina del Rey and on County-owned or operated beaches. The consultant will analyze and evaluate financial and economic data, assist in lease negotiations, and provide expert testimony. The selected consultant will enter into a Master Agreement with the County, which will become effective upon execution and expire on June 30, 2028, unless sooner extended or terminated. The County reserves the right to reject any or all submissions, and the selection process will be based on the qualifications and experience of the applicants. Key responsibilities include: • Providing economic consulting services in connection with lease renegotiations and lease extensions • Analyzing current market value of leaseholds • Projecting gross lease revenues and County rents • Evaluating County rent rates • Structuring lease extension and option fee payments • Reviewing formal appraisal documents • Assisting staff in reviewing loan approval requests • Testifying as an expert witness on economic issues • Analyzing miscellaneous data relating to financial relationships with lessees • Assisting staff in negotiations with lessees • Projecting County revenue stream • Analyzing the effects of leasehold terminations, expirations, and extensions • Assisting in the formulation of plans for long and short-term asset management strategies • Analyzing competing public and private projects and their effect on current leasehold income and strategies
