Solano County Behavioral Health Interim Housing Placement

The County of Solano is seeking proposals for an interim shelter model that provides immediate access and time-limited stabilization through a combination of short-term, drop-in shelter beds and longer-term interim housing placements. The program must primarily serve adults and older adults with Serious Mental Illness who are experiencing homelessness or at risk of homelessness. Proposers may also elect to serve additional populations, including parents or families with minor children and adult couples. The program design should reflect the unique needs of the population served, emphasize cost efficiency, and support the delivery of wrap-around or day services. The County is open to a range of facility configurations, including larger congregate settings, smaller-scale or single-family home–style environments, or other innovative models. Key services to be provided include: • Low-barrier access and engagement • Rapid intake and eligibility screening • Individualized service planning • Specialty Mental Health Services capacity • CalAIM coordination and housing navigation • Coordinated Entry System participation • Behavioral health collaboration and support • Onsite and telehealth-enabled services • Data collection, HMIS, and reporting requirements • Health, safety, and regulatory compliance The selected provider will be responsible for operating an interim housing program that serves up to 50 participants at any given time, with a focus on low-barrier access, individualized service intensity, and consistent, proactive engagement.
