The State of Arizona, via AHCCCS, is seeking a qualified vendor to retrofit an existing property in Maricopa County into a secured behavioral‑health residential facility (maximum 16 beds) and operate it under state licensing requirements. The contract is a cost‑reimbursement award with a $5 million funding pool, an initial 12‑month term (extendable up to five years), and requires the offeror to be the legal owner/operator, obtain SBHRF licensure, and meet extensive insurance, staffing, and security standards.
• Retrofit scope includes security upgrades, fire/life‑safety, ADA compliance, environmental remediation, design, permitting, and clinic build‑out.
• Vendor must provide method of approach, experience, key personnel, subcontractor details, and a detailed budget (Attachment J).
• Funding is reimbursed upon completion of approved milestones; the offer must remain firm for 180 days.
