Operation of the Quad City Cartridge Case Facility (QCCCF)

The US Army is soliciting fixed-price prototype whitepapers for potential capabilities that could be developed and manufactured at the Quad City Cartridge Case Facility (QCCCF) for Department of Defense (DoD) or commercial use. The facility produces steel and brass cases for direct and indirect fire, with a minimum production rate of 3,000 units per month. The contractor must maintain the critical defense industrial base capability and be able to produce various types of cases, including the M148A1B1 105mm Steel Direct Fire Case and the M14 105mm Brass Indirect Fire Case. The facility has various equipment, including presses, furnaces, and machining centers, and the contractor must be able to operate and maintain this equipment. The facility also has environmental requirements, including air emissions, hazardous materials, and waste management. • The facility has a production capacity of 15,000-25,000 gallons per day. • The facility has a 10-day cycle per load and a production pace of 40 parts per hour per machine. • The facility has a maximum shutdown time of 3 days for heat load equipment and a maximum start-up time of 3-5 days. • The facility has a current surge capacity, but it is unclear if this capacity needs to be maintained. • The facility has storage options available, including vacant space at the Garrison. • The facility has a building heat source located in the boiler in the cold storage area.
