Description
The West Virginia Department of Education is seeking a qualified contractor to conduct a comprehensive, statewide evaluation of the 21st Century Community Learning Centers (CCLC) program for four consecutive fiscal years. The contractor will be responsible for annual data collection, analysis, reporting, and technical assistance to both the agency and sub‑grantees. Payments are structured as fixed monthly installments over each contract year, with the total contract amount fixed for the term.
• Perform annual evaluation cycles (Year 1‑4) covering data quality, performance measurement, and program impact.
• Deliver a final written report and an oral presentation of findings each year.
• Provide up to 12 hours of technical‑assistance consultation to WVDE staff annually and a minimum of 3 hours of direct assistance to CCLC sub‑grantees.
• Submit all raw data, cleaned datasets, codebooks, analytical code, and supporting documentation in accessible formats.
• Maintain all required insurance, licensing, and compliance with state procurement rules.
• Contract term is one year with the possibility of up to three one‑year renewals (total up to four years).
