CITY OF VALLEJO HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT (HCDD) MANAGEMENT SERVICES

The City of Vallejo is seeking a full‑service management consulting firm to operate and staff its Housing and Community Development Department and the city‑owned Housing Authority. The contractor will provide executive leadership, budget and fiscal oversight, program administration for HUD‑funded housing vouchers, HOME and CDBG grants, compliance reporting, inspections, and customer service, either through 100 % staffing or a phased 50 %‑to‑full staffing approach. The scope includes transition planning, ongoing compliance, and delivery of monthly and annual reports to the City and HUD. • Deliver executive‑level administration and strategic planning for HCDD and the Housing Authority. • Manage HUD‑funded programs (HCV, PBV, HOME, CDBG) including eligibility, recertifications, inspections, and reporting (PIC/HAPPY, NSPIRE, SEMAP). • Provide a full staffing roster (Executive Director, Program Managers, Housing Specialists, Inspectors, Fiscal Analysts, etc.) with an option for phased staffing. • Prepare and submit all required grant compliance documents, audit responses, and board/City Council presentations. • Ensure continuity through a transition plan and maintain all deliverables as City property.
