Description

The City of Tucson is seeking a Construction Manager at Risk (CMAR) to provide preconstruction and construction phase services for two affordable housing projects: Craycroft Towers Rehabilitation and 450 N. Main and 560 W. Davis New Construction. The CMAR will be responsible for collaborating with the City, Architect, and development team to review design documents, develop and maintain detailed cost estimates, and assist in establishing and monitoring the project schedule. The CMAR will also be responsible for delivering the project under a Guaranteed Maximum Price (GMP) contract structure, managing and coordinating all construction activities, and ensuring compliance with all applicable codes, accessibility requirements, energy-efficiency standards, and HUD regulations. • The project includes preservation and rehabilitation of Craycroft Towers and Lee Street Duplexes, with modernization of 74 apartment units and 8 duplex units. • The project includes new construction of approximately 67 units across two sites located in historic neighborhoods. • The development emphasizes traditional neighborhood character, two-story townhomes, and sustainable, energy-efficient design. • A single 9% LIHTC application for both sites is anticipated for spring 2026.

Budget estimate

$350,000 – $500,000

The estimated construction cost for the entire project is $400,000. However, this amount may not be the actual budget, as the City will negotiate a Guaranteed Maximum Price (GMP) with the selected CMAR. The actual budget could be higher or lower, depending on the GMP proposal and any changes to the scope of work. Factors that may influence the likely payment range include the complexity of the project, the experience and qualifications of the CMAR, and the City's budget for the project. Based on these factors, the budget could range from $350,000 to $500,000.
