Description

The Greater Orlando Aviation Authority (GOAA) is seeking a nationally‑experienced Construction Manager‑at‑Risk (CMAR) to lead design‑assist, pre‑construction, and construction of the Airside 2 Wing 8 expansion at Orlando International Airport (MCO). The scope includes adding up to nine new narrow‑body equivalent gates, extensive apron and airfield upgrades, new passenger boarding and holdroom facilities, concessions, airline support spaces, and full integration of mechanical, electrical, plumbing, fire protection, and IT/low‑voltage systems. Preferred delivery methods emphasize modular, prefabricated, and off‑site construction to accelerate the schedule while maintaining uninterrupted airport operations. The CMAR will be responsible for phasing, logistics, safety, risk management, and coordination with FAA and airport stakeholders, with an anticipated project value exceeding $300 million and a target completion by Q4 2030. • Deliver design‑assist and CMAR services for a $300 M+ airport expansion. • Provide up to nine new gates, apron reconstruction, taxiway modifications, and utility upgrades. • Implement modular construction techniques to accelerate delivery. • Manage construction phasing to keep airside operations continuous. • Coordinate closely with FAA, airlines, and GOAA staff on safety, security, and logistics. • Submit qualifications by Nov 9 2026; award expected Jan 20 2027; project duration ~4 years.

Budget estimate

$15,000,000 – $30,000,000

The solicitation notes a total construction value “in excess of $300,000,000.” CMAR contracts typically compensate the manager with a fee ranging from 5 % to 10 % of the construction cost, plus reimbursable expenses. Assuming a 5 %‑10 % fee, the anticipated award to the CMAR entity would be roughly $15 M to $30 M. The final amount will depend on the negotiated fee structure, scope adjustments, and any performance‑based incentives.
