Description
The State of California’s Office of Energy Infrastructure Safety is seeking a consulting team to improve its Investigation Management System (IMS), a Microsoft Dynamics 365/DigCase platform. The effort combines SaaS configuration, custom development, integration, UI/UX design, and extensive documentation, and will be delivered under a 24‑month base contract (with two optional 12‑month extensions). The award will be based on a “best‑value” evaluation that weighs technical merit, experience, and cost.
• Required staff: Project Manager (part‑time), Business Solutions Analyst (part‑time), UX/Interaction Designer (part‑time), Senior Software Engineer (full‑time).
• Scope includes system analysis, process redesign, workflow and data‑model extensions, external portal development, dashboards, training, and final reporting.
• Respondents must already hold a California TDDC Master Services Agreement, meet strict compliance (tax delinquency, sanctions, Darfur Act, civil‑rights), and disclose any generative‑AI usage.
