Wireless Communication Facilities Consulting Services: Leasing City Facilites and Policy Writing

The City of Palmdale seeks a qualified consulting firm to provide comprehensive wireless communications facilities (WCF) consulting services. The consultant will perform technical reviews of carrier applications, produce detailed reports, support policy and ordinance updates, manage site‑identification and leasing activities, oversee construction compliance, and monitor carrier performance and financial aspects over a three‑year base contract with two optional one‑year extensions. The work is purely advisory/consulting; the firm may not file FCC, FAA, or structural engineering documents on behalf of carriers. • Technical review of wireless facility applications (RF coverage, intermodulation, structural, permitting) • Preparation of reports, lease valuations, and policy/ordinance support for the City’s WCF program • Project‑management tasks including site marketing, lease negotiations, construction oversight, and carrier compliance monitoring • Financial oversight of lease terms, revenue sharing, insurance, and fee schedule updates • Deliverables required within 30 calendar days of application receipt or FCC “shot‑clock” deadlines
