Public Safety Communications Radio Interoperability and Systems Engineering Services

Dane County is seeking a qualified consultant to perform a comprehensive study of its public‑safety radio communications and interoperability systems. The consultant will analyze current VHF and 800 MHz P25 trunked networks, assess short‑ and long‑term operational requirements, evaluate upgrade paths, and develop a cost‑effective modernization strategy for the County and its partner agencies. Deliverables include a detailed assessment report, recommendations, implementation roadmap, and support for any required engineering design or procurement assistance. • Scope covers planning, analysis, and facilitation for County‑wide radio communications (voice, paging, interoperability). • Must evaluate existing VHF trunked system, potential migration to 800 MHz, hybrid solutions, and integration with municipal and state systems. • Expected deliverables: needs assessment, technology options, cost/benefit analysis, phased implementation plan, and optional assistance with procurement specifications. • Contractor must hold appropriate licenses, insurance, and be able to obtain any required permits. • Proposal due November 3, 2026; questions due October 15, 2026.
