Description

The County of San Luis Obispo is seeking a qualified firm to provide construction‑management and environmental‑monitoring services for the Nacimiento Water Project Unit G repair. The work involves realigning ~5,200 linear feet of water‑pipeline, using open‑trench and horizontal directional drilling, and includes pre‑construction meetings, daily on‑site inspections, change‑order management, storm‑water permitting, safety oversight, and final close‑out documentation over a 130‑working‑day contract period. The project is funded in part by FEMA Hazard Mitigation Grant Program funds and must comply with federal and state environmental and safety regulations. • Scope: Construction‑management, QA/QC, daily logs, material testing, environmental monitoring, safety compliance, storm‑water permitting, punch‑list and close‑out. • Location: Outside Atascadero, CA – from Salinas Rd & Santa Clara Rd along Salinas Rd to an HDD crossing under the Salinas River on private property. • Duration: 130 working days (approximately 6‑8 calendar months). • Funding: FEMA HMGP (federal) plus County funds. • Submission: Technical and cost proposals due Oct 27, 2026 (3 PM). • Pre‑proposal conference: Oct 13, 2026 (recommended, not mandatory). • Evaluation: Technical criteria, price, local vendor preference, compliance with federal clauses.

Budget estimate

$800,000 – $1,500,000

The RFP does not disclose a contract value. Based on typical construction‑management rates for water‑pipeline projects of similar size (≈5,200 LF) and a 130‑day duration, a reasonable estimate is $1 million to $1.5 million. Factors influencing the range include: (a) FEMA Hazard Mitigation Grant funding requirements, (b) the need for specialized environmental monitoring, (c) the inclusion of both labor and overhead for a dedicated CM team, and (d) potential change‑order scope expansions.
