• Print the VA logo (provided) in black ink on the upper‑left corner of each envelope; include typesetting of supplied manuscript PDF.
• Submit one electronic “Press Quality” PDF proof for approval before production; deliver a final press‑quality PDF via email after printing.
• Package envelopes into 50 sub‑lots (20 each), certify one random copy per sub‑lot with GPO Form 917 and attach a blue‑label Form 2678; ship via traceable method with required labeling.
