Design Services for the I-5/SR113 Freeway Connector Project

The City of Woodland is seeking qualified engineering firms to provide professional design services for the I‑5/SR 113 Freeway Connector Project, which will create freeway‑to‑freeway connections between Interstate 5 and State Route 113. The scope includes amending the existing Project Report, completing Project Approval and Environmental Documentation (PA&ED), preliminary and final engineering, public outreach, surveying, subsurface utility location, geotechnical investigation, right‑of‑way work, and coordination with Caltrans for encroachment permits. Work will proceed from the amendment phase (target completion December 2027) through design, bidding, and construction support as funding becomes available. The contract will be on a time‑and‑materials basis with a not‑to‑exceed fee to be negotiated. • Amend and update the existing Project Report to reflect cost‑saving alternatives. • Conduct public outreach and environmental documentation (PA&ED). • Perform boundary, topographic, and geotechnical surveys, subsurface utility location, and utility coordination. • Prepare civil, site, and electrical design documents for the connector. • Provide right‑of‑way assistance and obtain Caltrans encroachment permits. • Deliver phased services: initial PA&ED, followed by preliminary engineering and final design as funding permits.
