Description

The City of Santa Barbara Public Works Department is seeking a qualified consulting firm to conduct a comprehensive financial and operational study of its storm‑drain system and to develop a sustainable, Proposition 218‑compliant service‑charge program. The effort includes rate design, a five‑year financial plan, project‑management reporting, and full support for the voter‑approval process (public notices, staff reports, outreach, and optional polling). Deliverables comprise draft and final reports, a user‑friendly rate‑model software tool, presentation decks, and training for City staff. • Conduct a storm‑drain utility rate study with benchmarking, cost‑of‑service analysis, and a 5‑year revenue forecast. • Produce a detailed five‑year financial plan covering operations, maintenance, enhancement needs, and reserve policies. • Provide full Proposition 218 process support, including public‑notice drafting, staff reports, and community‑outreach materials. • Manage the project (budget, schedule, monthly status reports, QA, meeting minutes) and hand‑off all data and models to the City.

Budget estimate

$150,000 – $500,000

The RFP does not disclose an estimated contract value. Based on the scope (four‑month study, senior‑level consultants, rate‑model software development, public‑policy support) similar municipal utility‑rate studies typically range from $150 K to $500 K. The lower end assumes a lean team and minimal reimbursable expenses; the higher end reflects extensive data analysis, travel, public‑outreach materials, and potential subcontracting for GIS work.
