Destruction of Narcotics & Narcotic Paraphernalia (ON-SITE)

The City of Sacramento Police Department seeks a qualified contractor to provide on‑site destruction and disposal of Schedule I narcotics and associated paraphernalia at its Evidence & Property Facility. The contractor must set up a secure exterior auto‑bay, use DEA‑approved destruction methods, produce full chain‑of‑custody documentation, and transport destroyed material to an authorized disposal site in compliance with federal, state, and local hazardous‑waste regulations. The contract is for one year with the option to renew up to four additional one‑year terms (maximum five years). The award ceiling is $750,000 for the base year. • Demonstrate and maintain DEA, California Health & Safety Code, RCRA, OSHA, and EPA compliance certifications. • Provide trained personnel, PPE, emergency‑response plan, and detailed documentation for each destruction event. • Supply all labor, equipment, transportation, and disposal costs in a fixed‑price proposal; no additional charges will be reimbursed. • Must meet a 5 % Local Business Enterprise participation requirement and maintain $1 M/$2 M pollution‑liability insurance.
