The Drug Enforcement Administration is conducting market research to modernize its Diversion Control Division’s fragmented IT environment. The effort will replace or integrate more than 20 legacy applications (RICS suite, ARCOS, CTRANS, CSOS, DC3 contact center, DC4 chatbot) with a single, secure, AI‑ready, FedRAMP‑High cloud platform that supports single sign‑on, unified registrant portals, data migration, and extensive inter‑agency integrations. The agency seeks vendor expertise in large‑scale cloud migration, SaaS/COTS integration, data‑management, FedRAMP compliance, and 24/7 support.
• Consolidate and modernize the RICS, ARCOS, CTRANS, CSOS, DC3, and DC4 applications into a unified SaaS/COTS solution hosted in FedRAMP‑High AWS GovCloud (or equivalent).
• Migrate ~8 TB of historical data (billions of records) with 100 % fidelity, preserve NARA‑required records‑management controls, and implement robust SSO and identity management.
• Provide ongoing 24/7/365 incident response, monitoring, and support, meeting 99.9 % system availability and 99.5 % application uptime, with defined RTO/RPO (24 h/12 h for DC3).
• Integrate with numerous external systems (Pay.gov, CBP ACE, First Databank, SSA Death Master File, state licensing sources, etc.) and support future AI/ML capabilities under Executive Order 14434.
