Description
The State of California’s Department of Cannabis Control (DCC) seeks a qualified vendor to design, develop, configure, and implement a single cloud‑based Software‑as‑a‑Service (SaaS) platform that consolidates its two existing Accela licensing systems (CLEaR and CLS) into one integrated solution. The contractor must deliver full‑life‑cycle services—including data migration, system integration with multiple state agencies, testing, training, production support, and a 3.5‑year Maintenance & Operations (M&O) period—with optional extensions up to a total of 5.5 years. The project follows an Agile/Scrum delivery model, requires FedRAMP‑moderate compliance, and mandates key personnel (Project Manager, Scrum Master, Business Analyst Lead, Configuration Lead, Technical Architect Lead).
• Replace two legacy Accela systems with a unified SaaS licensing, compliance, and enforcement platform.
• Conduct phased implementation (Phase 1 for one legacy system, Phase 2 for the other) including data conversion, integration, testing, and go‑live support.
• Provide extensive deliverables (project schedule, design documents, security plan, ICDs, training materials, disaster‑recovery plan, and monthly M&O reports) and meet stringent SLA and security requirements.
