The State of California’s Inter‑Agency Council on Homelessness is seeking a qualified contractor to provide full‑life‑cycle maintenance and operation (M&O) of the Homeless Data Integration System (HDIS), a statewide SaaS data‑warehouse that aggregates HMIS data from 44 Continuums of Care. The effort includes platform management (license administration, performance/availability monitoring, environment and user‑access management), data‑management (quarterly loads, validation, HUD‑standard updates, governance, archiving), robust documentation, managed help‑desk support, strict security and data‑protection compliance (FedRAMP‑High, NIST‑800‑53, StateRAMP), and transition‑in/out planning. Five mandatory key‑staff roles (M&O Manager, Systems Architect, Application Architect, MDM Architect, Dashboard/Visualization Architect) must be staffed with U.S.‑based senior personnel and designated backups. The contract is a fixed‑price, three‑year base term with up to two one‑year extensions, capped at a total $15 M budget, with additional work captured via Work Order Authorizations (limited to 10 % of the base contract).
• Maintain and operate the HDIS platform (Snowflake, Informatica IICS/MDM, Tableau, AWS, Okta, JIRA, GitHub, etc.) under FedRAMP‑High security standards.
• Provide quarterly data‑load, validation, and reporting, plus ongoing data‑governance, archiving, and secure inter‑agency transfers.
• Deliver extensive documentation, SLA‑driven performance/availability reporting, incident‑management, and a structured transition‑in/out plan.
• Staff five senior technical roles meeting detailed experience thresholds and ensure U.S.‑based residency with backups.
• Manage licensing, hosting, and cloud services, with cost‑cap limits (20 % annual growth, $15 M total) and liquidated‑damage penalties for SLA breaches.
