The Iowa Department of Corrections is seeking a commercial‑off‑the‑shelf, cloud‑based Offender Management System (OMS) that will replace its legacy ICON platform. The solution must include software, hosting, consulting, ongoing maintenance, and support, and must integrate with a wide range of existing state systems via at least eleven fixed‑price interfaces (including the Iowa Integrated Justice bus and an external EHR). The contract will be a five‑year base term starting May 1 2027, with up to five one‑year renewal options, and will require strict compliance with CJIS, FedRAMP/NIST “moderate”, SOC 2 Type II, and Section 508/ADA accessibility standards.
• Provide a configurable, browser‑based OMS covering 30+ functional modules (classification, discipline, housing, visitation, community‑based supervision, etc.).
• Deliver cloud hosting (CONUS only), data migration (~4.5 TB, > 29 M documents), and bi‑directional interfaces to the IIJ bus, external EHR, and up to ten additional point‑to‑point systems.
• Supply comprehensive project management, training, organizational change management, and a 60‑day hyper‑care support period, plus ongoing Maintenance & Operations with quarterly reporting and a 1 % administrative fee to the State.
