The State of Michigan is seeking information about Electronic Registration and Title (ERT) providers for powersports transactions, including watercraft, snowmobile, moped, off-road vehicle, and accompanying untitled trailers. The ERT platform should be able to process transactions, calculate and collect sales tax, title fees, registration fees, and plate fees, and interface with the Michigan Department of State's system to update ownership and registration information in real-time. The State is looking for information on the feasibility of using an ERT provider to conduct powersports transactions and may use the information gathered to develop a program strategy and possibly an RFP.
Key features and requirements of the ERT platform include:
• Ability to process powersports transactions
• Calculation and collection of sales tax, title fees, registration fees, and plate fees
• Interface with the Michigan Department of State's system to update ownership and registration information in real-time
• Ability to train new users and provide support and technical assistance to end-users
• Scalability to take on additional vehicle types
• Alignment with NIST 800-53 Moderate controls and completion of SOC 2 Type II audits
