Stormwater Enhanced Maintenance Plan EMP

The City of Washougal Public Works Department is seeking qualified consulting firms to develop a Stormwater Enhanced Maintenance Plan (EMP). The plan must satisfy requirements of the Washington State Department of Ecology Stormwater Financial Assistance Program and all applicable state and federal grant conditions. The consultant will be responsible for creating a comprehensive, actionable maintenance strategy that mitigates stormwater impacts from existing infrastructure and future development, ultimately protecting and restoring water quality in the city and the state. • Develop a detailed Stormwater Enhanced Maintenance Plan that aligns with SFAP guidelines and regulatory requirements. • Conduct assessments of current stormwater infrastructure and identify improvement opportunities. • Provide recommendations, design criteria, and implementation schedules to reduce pollutant loads and improve water quality. • Deliver all required documentation, reports, and supporting materials for grant compliance and future city use.
