Description
The Navy Expeditionary Combat Command (NECC) seeks market input on providing Home Station Training Complex (HSTC) support services, primarily focused on Counter‑IED (C‑IED) instruction, training‑aid maintenance, and curriculum development for its dispersed training sites. This Sources Sought Notice is not a solicitation for proposals; it is a research tool to gauge industry capability, capacity, and interest. The eventual contract (anticipated to be firm‑fixed‑price) would cover a 12‑month base period with up to four 12‑month options and a possible six‑month extension, supporting locations in Virginia, California, Mississippi, and Texas. Contractors would deliver subject‑matter experts, maintain training facilities, develop and update training curricula, and provide project management and reporting.
• Provide C‑IED instructional support and curriculum updates for NECC personnel.
• Maintain and repair training complexes, equipment, and training aids across multiple sites.
• Staff positions include HSTC Site Lead/C‑IED Instructor, Facility Maintainer, Exercise Planner, Integration Cell Specialist, and support staff (total historic LOE ≈ 12 FTEs).
• Required security clearances: Secret and Secret Facilities.
• Deliverables: orientation brief, monthly status reports, final report, and various training deliverables.
