Description

Olmsted County, Minnesota is seeking an agency (or collaborative group of agencies) to create, coordinate, and facilitate a Children’s Mental Health Local Advisory Council (LAC) for a three‑year period beginning January 1 2027. The Council must include diverse stakeholder representation—including individuals with lived experience, parents, professionals, and minority community members—and will be responsible for gathering input from local service providers, identifying unmet mental‑health needs, and delivering reports to the County Board to inform the county’s biennial mental‑health plan. Proposers must submit a detailed development plan, an ongoing coordination plan, timelines, and a budget that cannot exceed $20,000 per year. Compensation for lived‑experience participants is set at $50 per meeting. The RFP closes on October 5 2026, with questions due by September 16 2026. The contract will be on a one‑year renewable basis aligned with county funding, but the initial service term is three years. • Develop and launch the Children’s Mental Health LAC (initial setup). • Provide ongoing facilitation, coordination, and reporting for at least two years (total three‑year term). • Ensure required council composition (lived‑experience members, parents, professionals, minority representatives, etc.). • Deliver annual reports on unmet mental‑health needs and contribute to the county’s mental‑health component of the community social services plan. • Manage a budget ≤ $20,000 per year, including $50 per meeting for lived‑experience participants. • Submit a complete proposal (plan, timeline, budget) via IonWave by 12:00 PM CT on 10/05/2026.

Budget estimate

$30,000 – $60,000

The RFP caps the annual budget at $20,000, and the contract term is three years, so the total possible payment to the selected provider is up to $60,000. Assuming a modest start‑up effort and lower ongoing coordination costs, a realistic low‑end estimate might be around $30,000 (e.g., $10,000 per year for a lean operation), while a fully staffed, comprehensive implementation could approach the $60,000 maximum. Factors influencing the final budget include the number of meetings held, the extent of stakeholder engagement activities, and any additional administrative expenses approved within the $20,000 annual ceiling.
