Outside Counsel for Recovery Actions In Environmental Matters

The City of Los Angeles, through its Harbor Department, is seeking qualified law firms to serve as outside counsel for cost‑recovery actions related to environmental contamination. The work will involve litigation, administrative proceedings, and negotiations under statutes such as CERCLA, RCRA, and California’s Hazardous Substance Account Act, as well as common‑law and insurance recovery strategies. The selected firm(s) must be able to handle a variable number of active cases and remediation sites, and a blended hourly rate is acceptable. • Provide legal representation for CERCLA, RCRA, HSAA, and related cost‑recovery actions. • Conduct discovery, motions, settlement negotiations, and trial work as needed. • Advise on insurance recovery and other ancillary theories of recovery. • Manage a fluctuating caseload of remediation sites and active litigation matters. • Submit proposals by the stated deadline using the required forms and indemnity/insurance documentation.
