Description

The City of Anaheim’s Public Utilities Department (APU) is seeking a qualified, NAIL‑accredited laboratory to provide comprehensive rubber testing, certification, and replacement services for a range of electrical safety equipment used by city personnel. The contract will be a multi‑year professional services agreement, initially for two years with the possibility of up to three one‑year extensions. The selected vendor must conduct testing per ASTM standards, manage pickup and delivery logistics, maintain detailed records, and supply new, certified replacement equipment when items fail testing. The scope includes gloves, sleeves, blankets, line hose, covers, matting, sheeting, and related accessories. Proposals are due electronically via OpenGov by October 14, 2026. • Services: inspection, electrical testing, certification, recertification, reporting, and replacement of rubber insulating equipment. • Equipment categories: gloves, sleeves, blankets, line hose, covers, matting, sheeting, glove protectors, storage accessories. • Required accreditations: NAIL accreditation and ASTM compliance. • Logistics: vendor must pick up, transport, and return equipment; provide chain‑of‑custody and inventory reports. • Contract term: 2‑year base term, optional three 1‑year extensions (up to 5 years total). • Evaluation criteria: cost effectiveness, past performance, technical approach, facility capability, and proposal responsiveness. • Submission: electronic only through OpenGov portal; questions due Sept 30, 2026; proposal deadline Oct 14, 2026.

Budget estimate

$500,000 – $1,200,000

Based on comparable municipal safety‑equipment testing contracts, a two‑year agreement for a full suite of rubber‑insulating gear testing, logistics, record‑keeping, and replacement provisioning typically ranges from $250,000 to $600,000 per year, depending on volume of equipment, frequency of retesting, and the cost of replacement inventory. Assuming an average of 1,200 items tested annually with a modest replacement rate (≈10 % of items) and accounting for labor, shipping, and lab overhead, the total contract value over the base two‑year term is estimated between $500,000 and $1,200,000. Extensions could add similar incremental amounts.
