The Texas Tech University Health Sciences Center seeks a consulting firm to provide end‑to‑end services for the adoption and enablement of enterprise‑wide artificial intelligence across its campuses. The work includes strategic planning, leadership activation, workforce upskilling, workflow automation, analytics, and compliance with HIPAA/FERPA and Texas data‑privacy rules. The contract is a fixed‑price, not‑to‑exceed agreement with an optional hourly rate card for change orders. • Develop an AI transformation strategy, governance framework, and roadmap aligned to NIST AI RMF and Texas DIR policies. • Conduct executive workshops, change‑management programs, and train‑the‑trainer curricula for roughly 3,000 staff across clinical, academic, and administrative functions. • Design, prototype, and optionally implement 8‑10 workflow automation solutions (including agentic AI) and deliver dashboards for adoption tracking and ROI measurement. • Ensure all deliverables comply with HIPAA, FERPA, Section 508 accessibility, and data‑sovereignty requirements; provide full knowledge‑transfer documentation. • Provide a fixed‑fee per deliverable (maximum total $750,000) and a rate card for any out‑of‑scope work, with a contract term through March 31 2028.
