Countywide Siting Element Compliance and Disposal Capacity Planning Consultant

The County of San Mateo’s Sustainability Department is seeking a qualified consultant to assess, document, and plan for the County’s solid‑waste disposal capacity in compliance with California’s Countywide Siting Element requirements. The consultant will develop a compliance roadmap, forecast disposal capacity over a 15‑year horizon, evaluate out‑of‑county landfill alternatives, coordinate with local cities and CalRecycle, and produce updated Siting Element documentation or other compliance deliverables. The effort is a one‑year contract with optional follow‑on tasks such as implementation road‑mapping and procurement support. • Conduct kickoff, develop project plan, and provide monthly progress reports. • Assess regulatory compliance and create a compliance roadmap. • Model 15‑year disposal capacity, identify gaps, and produce technical reports. • Identify and evaluate out‑of‑county landfill options, including cost, transportation, and environmental justice factors. • Coordinate with municipalities and regional bodies (CCAG). • Draft or amend the Countywide Siting Element and prepare CalRecycle submittal packages. • Optional: implementation roadmap, disposal‑contract support, financial impact analysis.
