Description
The City of Scappoose is seeking a consultant to provide professional engineering and landscape design services for the Veterans Park Extension Phase 1 project. The project involves designing and preparing construction documents for a new public park, including sports fields, trails, disc golf course, parking, restroom, and landscaping. The consultant will be responsible for managing the project, coordinating with City staff, and ensuring compliance with applicable codes and regulations. The project has a total construction budget of approximately $1,300,000. The key services required include project management, engineering and landscape architectural design, permitting coordination, preparation of bid documents, and construction support services.
• The project is funded through a mix of sources, including a grant from the Oregon Parks and Recreation Department (OPRD) and city parks funds.
• The consultant will be selected based on a qualifications-based selection process, with evaluation criteria including cover letter, project understanding and approach, project schedule, management and quality control, project examples, project team and organization, and proposal clarity.
• The contract will be awarded to the highest-scoring proposer, with the City reserving the right to negotiate with the second-highest scoring proposer if an agreement cannot be reached with the first-ranked proposer.
• The project is expected to be completed by December 31, 2027.
