Description

The State of Vermont is seeking to establish contracts with one or more companies to provide Facility Condition Assessments (FCA) across a broad spectrum of state-owned buildings. The assessments will evaluate the physical condition of each building, including its infrastructure, systems, and finishes, to identify deficiencies and prioritize repairs. The contractor will provide a team of experienced facility assessors to complete comprehensive FCAs, perform visual inspections, and provide digital photos to illustrate existing conditions. The contractor will also calculate the Facility Condition Index (FCI) for each building and the entire portfolio. The contract period is five years, with an anticipated start date of February 1, 2026. Some key points include: • The contractor will assess approximately 338 buildings, with an estimated replacement value of $1,412,809,257.89. • The contractor will provide a schedule and sequence for conducting FCAs, following a pre-established priority. • The contractor will document deferred maintenance deficiencies and provide corrective actions for each deficiency. • The contractor will use State-provided property data and list of assets to verify and correlate with the properties and assets in the field. • The contractor will provide a database example that allows for the sorting of data to create customized reports.

The State has estimated that the contract values will vary depending on the number of firms hired and each firm's scope of work. Assuming an average cost per square foot of $1.00 to $5.00, the total budget for the contract could range from $4,294,423 to $21,472,115 over the five-year contract period.
