Some key aspects of the program include:
• Providing basic communication assistance and sighted guide services to Deaf-Blind adults
• Ensuring that Deaf-Blind consumers play a central role in the planning, implementation, and evaluation of the DBCAN program
• Demonstrating a commitment to the hiring of qualified persons who are Deaf, hard-of-hearing, Legally Blind, and Deaf-Blind
• Providing services state-wide, or demonstrating the capability to do so within a reasonable period of time
• Establishing an Advisory Board consisting of Deaf-Blind consumers to provide input into the development and operation of the program
