Description
The United States Navy Norfolk Naval Shipyard (NNSY) is seeking a firm-fixed-price delivery order for the brand name, commercial off-the-shelf V-Stars software renewal. The period of performance will be from the date of award through March 16, 2027. The Government will be authorized to receive any updates between March 15, 2026, and the date of award at no additional cost. The V-Stars software is a sole source product, and the statutory authority for other than full and open competition is 10 USC 2304(c)(1). The contract will be awarded to the Original Equipment Manufacturer (OEM) or an authorized reseller of the OEM.
Key features of the contract include:
* The contractor must provide the V-Stars software renewal
* The contractor must have a valid System for Award Management (SAM) registration
* The contractor must provide completed pricing and FAR and DFAR representations in response to this RFQ
* The solicitation response must satisfy the Government's entire requirement
* The contractor must have a unique entity identifier (UEI) and a Commercial and Government Entity (CAGE) code
* The contractor must comply with all applicable laws and regulations, including those related to export control and intellectual property
