Description

The NASA Glenn Research Center is conducting market research to identify capable commercial entities interested in supporting the Lunar Exploration Ground Sites (LEGS) Public Private Partnership initiative. The goal is to provide communications and navigation services supporting lunar and cislunar missions. The desired capability outcomes include the deployment of lunar direct-to-Earth ground stations, with a minimum of three stations operational by July 2027, six stations by July 2028, and up to nine stations by July 2029. The partnership structure is expected to be a Public Private Partnership model, with a firm-fixed-price contract structure for end-to-end communications services, a period of performance of no less than five years, and NASA mission priority over non-Government users. • The LEGS initiative aims to augment existing Near Space Network capabilities through infrastructure and services that provide high-availability direct-to-Earth communications coverage for missions operating from 36,000 kilometers in Geostationary Orbit to cis-lunar and other orbits out to 2 million km. • NASA intends for the architecture to support lunar exploration activities associated with the Artemis campaign, NASA's Moon Base, and broader Moon-to-Mars objectives. • The Government-furnished property includes one LEGS antenna subsystem installed at NASA's White Sands Complex in Las Cruces, New Mexico, and site acceptance testing support for the first NASA-provided antenna subsystem. • The Contractor would be responsible for integration of NASA-provided assets into the operational service architecture, installation of the second antenna subsystem, supporting infrastructure, operations, maintenance, sustainment, and lifecycle support, property accountability and risk management, and development and deployment of additional ground stations required to achieve operational objectives.

Budget estimate

$5,000,000 – $250,000,000

Based on the information provided, it's difficult to estimate the exact budget for this opportunity. However, considering the scope of the project, which involves the deployment of multiple ground stations and the provision of communications services for lunar and cislunar missions, the estimated budget could be in the range of $10 million to $50 million per year, depending on the specific services and infrastructure provided. The total budget for the 5-year period of performance could be around $50 million to $250 million. The factors that may influence the likely payment range include the number of ground stations deployed, the level of services provided, and the cost of infrastructure development and maintenance.
