Foodware Ordinance Assessment and Survey

The City of Mountain View is seeking a consultant to assess business compliance with the City's Foodware Ordinance and propose next steps to further reduce waste and litter from disposable food service ware. The consultant will conduct in-person site visits to approximately 300 food providers, assess current levels of compliance, and identify barriers to compliance. The consultant will also create a survey to measure business attitudes toward the current ordinance and potential reuse measures. The project includes seven tasks: project design and development, foodware ordinance assessments, foodware ordinance compliance and reusables attitude survey, reusables usage and capabilities assessment, outreach strategies and materials, progress reporting, and final report. The City is looking for a consultant with expertise in municipal foodware ordinance regulations, experience conducting foodware ordinance compliance assessments, and qualifications in data collection, surveying services, multilingual communication, and graphic design. • The consultant will provide a project management plan, including an approach and timeline for the project. • The consultant will conduct in-person site visits to food providers to assess compliance with the Disposable Foodware Ordinance. • The consultant will create a survey to measure business attitudes toward the current ordinance and potential reuse measures. • The consultant will provide cost options for collecting survey responses and conducting interviews and research. • The consultant will provide a final report highlighting project accomplishments and recommending next steps.
