Description

The U.S. Army Corps of Engineers (USACE) Rock Island District is issuing a Notice of Intent to Sole Source a bridge contract to Ashbritt, Inc. for Advanced Contract Initiative (ACI) Regional Debris Management Services in Region 1 (Northwestern Division). The contract is a Firm‑Fixed‑Price Single‑Award Task Order (SATOC) that will extend the ordering period of the existing contract (now expiring 9 Nov 2026) and increase capacity to ensure rapid‑response debris removal for FEMA ESF‑3 missions. The contractor must be able to mobilize personnel, heavy equipment, and subcontractors within 24 hours of notification and execute debris reduction, hauling, and disposal across a multi‑state area (MT, WY, ID, OR, WA, MO, KS, CO, NE, SD, ND). The bridge action runs for a 5‑year base period (plus a 6‑month option) and is intended to prevent a capability gap while a competitive follow‑on solicitation is prepared for 2027. Interested firms may submit a capability statement by the deadline; no formal solicitation will be issued. • Sole‑source bridge to Ashbritt, Inc. (existing contract W912EK22D0008). • Provides 24‑hour emergency debris‑management services for FEMA disaster missions (ESF #3). • Must mobilize within 24 hours and handle a wide range of debris streams (C&D, vegetative, hazardous, white goods, electronics, etc.). • Coverage area includes 11 states in the Northwestern Division. • 5‑year IDIQ with a 6‑month option; contract capacity increased to meet surge events. • Submission of a written capability statement required by 15 Oct 2026 (no cost reimbursement). • No pre‑bid meeting, site visit, or question period noted.

Budget estimate

$150,000,000 – $300,000,000

The solicitation does not disclose a dollar value. However, the contract’s regional capacity figures (e.g., $500 M for some regions) suggest a high‑value federal IDIQ. Assuming the Northwestern Division accounts for roughly 10 % of total national capacity, the annual ceiling could be on the order of $40‑$60 million, with actual award amounts depending on the volume of disaster events. A conservative estimate for the 5‑year base period would therefore range from $150 million at the low end (few major events) to $300 million at the high end (multiple large disasters). This estimate reflects the need for extensive labor, heavy equipment, transportation, disposal site management, and the required automated debris‑management system.
